Andrew Bulmer FTPI FRICS
CEO - The Property Institute
Passionate about raising standards across the property management sector, Andrew has been instrumental in shaping the industry's future. A Fellow of both RICS and The Property Institute, he began his career in PRS and leasehold management before serving as UK Residential Director at RICS.
As former CEO of IRPM, Andrew led the organisation through its merger with ARMA and became CEO of The Property Institute. He now focuses on ethical leadership and sector-wide impact, while continuing to elevate the role of property professionals nationwide.
Annie McGrandles FTPI MRICS
Head of Portfolio & Block Management - PMR
With extensive frontline leasehold experience and strategic industry insight, Annie leads the Leasehold team at PMR. A Chartered Surveyor, Fellow of TPI, and qualified Accountant, she spent 12 years in leasehold before moving into recruitment, bringing a deep understanding of the sector’s needs.
A former block management business owner, she knows the challenges of hiring, training, and retaining talent. Highly Commended at the 2024 TPI Honorary Industry Award, Annie mentors MRICS candidates, supports TPI initiatives, and delivers sector-specific training, making her a recognised leader in leasehold recruitment and development.
Cassandra Zanelli
Solicitor and CEO - Property Management Legal Services
Recognised for her legal expertise in property management, Cassandra is regularly called upon to advise and represent clients across the country. A Fellow of The Property Institute (TPI) and an Associate of RICS, she actively contributes to TPI’s Leasehold and Commonhold Expert Group and serves as an honorary consultant to FPRA.
Cassandra is also the lead author of Legally Speaking—a free online resource for property management professionals. She is known for her work on Tribunal matters and her passion for sharing knowledge within the sector remains central to her work.

A serving Member of the House of Lords, Dianne is a prominent consumer activist with a long-standing career in politics and the voluntary sector. She has served on numerous councils and panels, to include Legal Services Consumer Panel, the Financial Services Consumer Panel, the National Consumer Council, Alcohol Concern and the National Patient Safety Agency, where she has challenged the paradigm and lead positive change.
Dianne’s commitment to TPI, its members and the residential property management sector makes her a strong and propelling Chair focused to driving up professionalism and raising standards.
Emma Vigus
Associate Director - Thomas, Carroll (Brokers) Limited
Leading the insurance and risk management proposition for Block Managers at Thomas Carroll Insurance Brokers, Emma brings nearly 20 years of experience in the residential property industry. Her background spans a decade specialising in Professional Indemnity and risk management for surveyors, several years in residential property insurance and, leadership roles in property data and software businesses.
Passionate about fostering collaboration and knowledge sharing, she founded and formerly chaired the award-winning Women in Residential Property network. Additionally, she serves as co-Chair of the British Property Federation Cyber Working Group, driving industry-wide initiatives and connections.
Glenys Diebelius
Compliance Manager - The Property Institute
Having played a key role in transforming compliance processes and supporting professionalisation across the sector, Glenys brings insight and impact to everything she does.
With over 30 years’ experience spanning residential and commercial property, she’s worked in both large and small firms, including as Associate Director at Jones Lang LaSalle, and later moved into regulation with RICS. Since 2022, Glenys has driven the development of compliance standards to support property managers at TPI.
Jaclyn Mangaroo

As TPI’s strategic lead for Policy and Communications, Jaclyn is a driving force in the residential property sector, bringing over 20 years’ senior expertise in corporate communications, media relations and public affairs. Since 2019, she has led campaigns that shape policy, raise TPI’s profile and promote best practice.
Jaclyn is a trusted industry voice, forging strong stakeholder relationships, speaking on net zero, building safety and leasehold reform, and turning complex regulations into clear, practical guidance that helps members protect their businesses and stay compliant.
James Purdey
Head of Field Operations - 4site Consulting
Leading a nationwide team, James oversees the delivery of specialist risk assessments across Fire Safety, Health & Safety, Asbestos, and Legionella. With a hands-on background in fire risk assessment, he brings extensive practical experience in identifying and resolving safety issues.
A Member of the IFSM and IFE, he is known for translating complex safety regulations into clear, practical guidance. He works closely with property professionals to manage critical risks, particularly around fire compartmentation, while supporting compliance and promoting high safety standards.
Justin Bates
KC - Landmark Chambers
Appointed King’s Counsel in 2024, Justin is a specialist property, housing and leasehold barrister who regularly appears in the Upper Tribunal, Court of Appeal and Supreme Court.
Justin acted for some of the victims, survivors and their families at the Grenfell Tower Inquiry. He was part of the Law Commission team working on the leasehold reform projects. He has given evidence to Parliament about building safety and leasehold issues and his work is a vital component to the future of property law.
Katharine Cusack

A leading expert in defending professional negligence claims, Kat specialises in matters within the construction and property sectors, with significant experience in complex, multi-party disputes. She is recognised for her strength in contentious construction and professional indemnity work, acting for global property companies and their insurers on claims involving surveyors, contractors, architects, and engineers.
Kat also provides tailored advice to insurers and industry bodies such as RICS and delivers market training on claims and coverage. Her people-focused, responsive approach ensures consistently high standards of service across all matters.
Lawrence Diamond

Nicholas Hopkins
Professor of Land Law - UCL Faculty of Laws
A leading academic and legal expert, Nick served as Law Commissioner for England and Wales, helping to shape the Leasehold and Freehold Reform Act 2024. He also contributed to the Commonhold Council’s Technical Support Group and co-authored Megarry & Wade and The Law of Real Property (10th ed, 2024).
Nick is an honorary bencher of Middle Temple and a respected voice across property law, with an impact that continues to influence the sector’s future.

In 2023, he sold his Google-backed platform, askporter, to Germany’s largest facilities management company, marking a significant milestone in AI-driven property solutions. Waqas Mahmood
Compliance Officer - The Property Institute
Strengthening standards through compliance, Waqas brings a wealth of regulatory and financial expertise to his role at TPI. A chartered accountant who began his career at KPMG, he’s worked across public sector audit, environmental regulation, and client money compliance — including a regulatory role at RICS from 2014.
Since joining TPI in 2022, Waqas has supported members in meeting complex standards with clarity and assurance, ensuring integrity and accountability remain at the heart of the profession.
