Today, Chancellor Rachel Reeves has announced the biggest boost to social and affordable housing in a generation, as part of the 2025 Spending Review.

A new £39 billion Affordable Homes Programme will be rolled out over the next decade, with a focus on building homes for social rent and unlocking land for development.

Key announcements:

  • £39bn for a 10-year Affordable Homes Programme — “the biggest cash injection into social and affordable housing in 50 years” 
  • Over £1bn in new investments (2026-2030) to accelerate the remediation of social housing – giving social housing providers equal access to government funding as private building owners. 
  • £4.8bn in financial transactions (2026-2030) to catalyse private investment in new developments. 
  • A new UK-wide Mortgage Guarantee Scheme launching in July to support buyers with smaller deposits.
  • Major changes to the Treasury's Green Book rules to shift investment beyond London and the South East — opening up opportunities for development in high-potential regions.
  • Investing in infrastructure and land remediation to deliver new housing schemes in partnership with the private sector.

These measures support the Government’s ambition to build 1.5 million new homes, remove barriers to growth, and revitalise struggling towns and cities through targeted public investment.
