With Scottish Parliament elections taking place in May, The Property Institute (TPI) has published its Manifesto for Scotland 2026 on Tuesday 17 February, outlining proposals to improve the lives of Scotland’s homeowners.

The manifesto highlights practical steps to help homeowners take greater control of their buildings and ensure that Scotland’s homes are well maintained, sustainable, and prepared for the future.

Key Priorities For The Next Scottish Government

TPI calls on the next Scottish Government to prioritise measures that raise standards, improve safety, and support the sustainable management of Scotland’s tenements. The manifesto’s key recommendations include:

  • Mandatory qualifications for property factors
  • Full implementation of the Tenement Maintenance Working Group's recommendations
  • Introduction of common buildings insurance.

These proposals aim to give homeowners the tools, protections, and confidence needed to manage and maintain Scotland’s housing stock effectively.
