Alan first lived in a leasehold property in 1999 has been a lessee since 2001. Over the last 20 years he has built up combined experience as an RMC Director across two boards, including time on each serving as Chair. Alan’s industry experience also includes membership of the ARMA Independent Regulatory Panel.

Andrew Bulmer FTPI FRICS

CEO - The Property Institute
A Fellow of both the Royal Institution of Chartered Surveyors and The Property Institute, Andrew began his residential PRS and leasehold management practice in 1995-2016, taking on the role of UK Residential Director at RICS 2013-2016, then his CEO role at IRPM. He oversaw IRPM's 2022 merger with ARMA, becoming CEO of The Property Institute, the UK’s leading professional body for residential leasehold and multi-family property management, representing both individual professionals and businesses alike. Andrew is passionate about raising standards across the property management sector and championing property professionals as a progressive and ethical force for good.

Cassandra Zanelli

Solicitor and CEO - Property Management Legal Services
Cassandra is widely recognised for her expertise in the industry. Among her professional qualifications, she is a Fellow of TPI and an Associate of RICS. She is an active member of TPI’s Leasehold and Commonhold Expert Group, and an honorary consultant to FPRA. A leading authority on Tribunal matters, Cassandra is regularly called upon to advise and represent clients across the country. She is passionate about sharing knowledge within the sector and is the primary author of Legally Speaking—a free online resource hub for property management professionals.

Audit Team Lead - The Property Institute
Glenys has been in the Property Management sector for over 30 years, with experience in both the residential and commercial sectors.  Glenys has worked for both large and small firms, such as Jones Lang LaSalle where she rose to Associate Director with the Corporate Solutions department working alongside clients such as Deutsche Bank, Cisco, and HP.  Glenys then decided to move away from working in the Capital and joined local managing agents before embarking on a career in regulation when she joined the Royal Institution of Chartered Surveyors in 2018 as a Technical Specialist in their audit team.  Then in 2022 she joined The Property Institute as Audit Team Lead and has been instrumental in transforming our audit program.

Jaclyn Mangaroo

Chief Communications Officer - The Property Institute
Jaclyn has worked in the residential property sector for nearly 20 years, holding senior and director-level roles in marketing, communications and PR. Her experience spans developers, property management and financial services firms, housing associations, and industry bodies. Jaclyn leads the organisation’s PR and communications strategy. She is responsible for influencing industry policy, building and maintaining strong relationships with legislators, and engaging with stakeholders across the sector. Her work plays a key role in representing and upholding the reputation of both TPI and the wider property management profession. She also ensures TPI members are well-informed on policy developments and how they may impact their businesses and professional responsibilities.

Justin Bates

KC - Landmark Chambers
Justin is a barrister at Landmark Chambers. He was appointed a KC (King’s Counsel) in 2024. He regularly appears in the Upper Tribunal, Court of Appeal and Supreme Court on property/housing/leasehold management issues and, in the recent past, has also served at the Law Commission as part of the team working on the leasehold reform projects and on the Grenfell Tower inquiry for some of the victims, survivors and families.

Malcolm Perryman

Chief Commercial Officer - The Property Institute
Malcolm has worked the majority of his 30-year career serving the built environment sector, starting out in the construction trade press on national weekly titles such as The Architects’ Journal, Construction News and New Civil Engineer. Malcolm has also worked at board level for an SME urban design studio and on the international vocation competition event ‘WorldSkills’. Malcolm’s experience in residential property comes from eight years at RICS before joining IRPM. Following IRPM’s merger with ARMA, Malcolm is now Chief Commercial Officer at The Property Institute with responsibility for the Institute’s offer to members.

Nicholas Hopkins

Professor of Land Law, UCL Faculty of Laws
Nick Hopkins is Professor of Land Law at UCL. From 2015-2025 he was Law Commissioner for England and Wales and led the Law Commission's work on residential leasehold and commonhold, including aspects of the reforms that were implemented by the Leasehold and Freehold Reform Act 2024. He also served on the Technical Support Group of the Commonhold Council. Nick has published widely as an academic and is co-author of Megarry & Wade, The Law of Real Property, 10th ed (2024). He is an honorary bencher of Middle Temple and an academic / honorary member of the Property Bar Association and the Property Litigation Association.

Oneeka Clarke

Operations Manager, Centrick
Oneeka is an accomplished Operations Manager at Centrick, with over eight years of experience in the property management sector. She began her career in lettings and sales before specialising in block management, where she has developed deep expertise in operational delivery and portfolio oversight. Oneeka currently leads a team of property managers, ensuring consistent service excellence and regulatory compliance across a diverse property portfolio. She holds a degree in Property Management with Building Surveying from South Bank University, combining technical knowledge with practical insight. Beyond her operational role, Oneeka is an active member of the TPI Junior Committee. Her involvement reflects a strong commitment to mentoring and supporting emerging talent within the property profession.

Operations Director - Michael Laurie Magar
Shelley has spent most of her career in the block management industry. She is the Operations Director of managing agent Michael Laurie Magar Ltd. Shelley is also a Business Psychologist and a Cognitive Behavioural Coach. She delivers a variety of courses for TPI including Resilience, Leadership and Time Management. She regularly presents talks, webinars and writes articles on different aspects of Mental Health, Leadership and Wellbeing. Shelley sits on the TPI Wellbeing Working group and is an advocate for supporting wellbeing and mental health awareness at work.

Qualification Development Manager - The Property Institute
Simon takes responsibility for defining, developing, communicating, implementing and monitoring TPI's qualifications, with a key focus on the assessment of compliance including Internal Quality Assurance - IQA. He also works to develop and update the online TPI qualifications and CPD programmes for TPI Individual members.

Chief Product and AI Officer, Adiuvo
Tom is the Chief Product and AI Officer at Adiuvo, a property and technology services company supporting over one million properties globally. In 2023, he sold his Google-backed AI real estate platform, askporter, to Germany’s largest facilities management firm. He now also serves as Chair of the RED Foundation, which is dedicated to promoting Data and AI awareness across the built environment.

Waqas Mahmood

Auditor - The Property Institute
Waqas is a member of the Institute of Chartered Accountants in England and Wales and started his career with KPMG as a Public Sector Auditor dealing with health, education, housing and local government clients. Subsequently Waqas moved on to a role as a Compliance Inspector to undertake regulatory reviews of enrolled Environmental Bodies and then as a Compliance Accountant as a member of the European Finance Shared Services team providing specific support for the serviced UK, French and German businesses in order to achieve compliance with accounting and SOX standards. Waqas then joined RICS in 2014 and in that time has acquired knowledge and expertise in Client Money and Insurance Regulation. Waqas alongside Glenys TUPE to TPI in October 2022 as an Auditor.
