Known for her expertise in service charges, the appointment of a manager, the right to manage, and building safety, Amanda brings formidable experience across courts and tribunals. After two years as in-house counsel, she has returned to private practice where she advises on complex leasehold and residential property management matters. Amanda’s award-winning Substack, Law & Lease, is a trusted source for reported cases and clear, practical commentary. Her engaging webinars sit at the heart of her social responsibility initiative supporting the homeless. Having given evidence to the Public Bill Committee on proposed service charge reforms, she is exceptionally well placed to speak on LAFRA 2024.

Passionate about raising standards across the property management sector, Andrew has been instrumental in shaping the industry’s future. A Fellow of both RICS and The Property Institute, he began his career in PRS and leasehold management before serving as UK Residential Director at RICS. Former CEO of IRPM, Andrew led the organisation through its merger with ARMA and became CEO of The Property Institute. He now focuses on ethical leadership and sector-wide impact, while continuing to elevate the role of property professionals nationwide.

Cassandra Zanelli

Solicitor and CEO - Property Management Legal Services
Recognised for her legal expertise in property management, Cassandra is regularly called upon to advise and represent clients across the country. A Fellow of The Property Institute (TPI) and an Associate of RICS, she actively contributes to TPI’s Leasehold and Commonhold Expert Group and serves as an honorary consultant to FPRA. Cassandra is also the lead author of Legally Speaking—a free online resource for property management professionals. She is known for her work on Tribunal matters and her passion for sharing knowledge within the sector remains central to her work.

A leading specialist in contentious residential leasehold matters, Emma is a Partner in the Property Litigation Department. Her practice includes contested right to manage claims, property disrepair and dilapidation cases, service charge disputes, and claims arising from the Building Safety Act 2022, with cases in County Court, First-tier Tribunal (Property Chamber), Upper Tribunal, Court of Appeal, and Supreme Court. Emma’s approach is proactive, utilising alternative dispute resolution and pre-emptive, pre action steps to minimise litigation costs.

Since 2019, she has led campaigns that shape policy, raise TPI’s profile and promote best practice. Jaclyn is a trusted industry voice, building strong stakeholder relationships, speaking on net zero, building safety and leasehold reform, and translating complex regulations into clear, practical guidance that helps members protect their businesses and stay compliant.

Lord Andy Roe

Chair of Building Safety Regulator, MHCLG
Tasked with leading the BSR, Andy brings extensive leadership experience from a long career in emergency services and public safety. He joined the London Fire Brigade (LFB) in January 2002 as a firefighter and progressed through every rank before becoming London Fire Commissioner in January 2020. During his tenure, he led one of the world's largest emergency services, and London’s fire safety regulator, through wholescale reform in response to the Grenfell Tower Inquiry. After retiring in July 2025, he was appointed Chair of the Building Safety Regulator and took on additional roles as an independent strategic safety advisor to Transport for London (TfL). In January 2026, he was granted a life peerage and became a member of the House of Lords.

Recognised as one of the UK’s leading experts in residential leasehold property law, Roger has played a key role in shaping leasehold case law and legislation. His work covers statutory lease extensions, collective enfranchisement and right to manage claims; freehold acquisitions; ground rent portfolio sales and purchases; residential service charge disputes; and applications to the First Tier Tribunal and appeals to the Upper Tribunal. He also advises on applications to determine service charge liabilities, appoint a manager and vary leases. Roger is recognised for his expertise in complex residential leasehold cases.
