The CIS is of concern to larger residential landlords of freeholds of blocks of flats and to managing agents who place orders for repairs and maintenance for such landlords.

If a landlord or management company incurs average annual expenditure on construction operations over a period of 3 years of £1 million or more then they (or an agent on their behalf) must implement CIS.
